Rendering of Scaffold Edit is not nesting table within form or visa-versa

The opening and closing tags of table and form are not properly nested.

The opening tags have table first and then form The closing tags have table first and then form

One of those needs to be reversed.

Neither Firefox or IE choke on it when normally rendered in the browser, but using a cfwindow, Firefox fails to display the form.
