Description

Event-handlers that are scaffolds should fire their (implicit) message broadcasts after any (explicit) broadcasts added via XML. This allows security, etc. to occur before any scaffold actions.

Consistently, results added via XML should be considered before implicit result mappings.

Views...who knows. Let's leave them as "after" and see what happens during the beta.
